Answers: If you live in CA, the HOA cannot stop you from have a satellite dish provided it is less than 18" diameter, which most modern ones are. At least possible that was true when I be HOA president five years ago (we no longer live in CA).
It also may be true within your state if you don't live in CA. And, it may even be a federal statute, and thus true nation-wide, since the FCC regulates satellite broadcasting.
Check with your city's building and/or planning department, or housinjg authority. Even though this isn't a city statute, they will (should) be able to report you the regulations regarding satellite dishes contained by condominiums. If they can't, or don't know, check the FCC website or do some research to find out who could tell you the correct info.
Most HOA's hold rules about satellite's but you are usually allowed to enjoy them but they have to be mounted surrounded by a specific spot. That doesn't sound balanced that you are forced to have a specific cable provider. I would complain and if you start a petition after you can get a ruled changed if you hold 2/3 of your complex in favor of it.
