Sure you can have picture files on DVD-Rs.

If your computer isn't reading them sort sure you have a DVD recorder/reader and not a short time ago a CD recorder/reader.

Try the DVD surrounded by another computer to make sure it is accurate.

Yes. Has your computer got the correct software to read them? Windows Picture Viewer does not read everything - Photoshop files, for example.
