If i connect my DVD recorder to my VCR near scart lead,should i know how to dictation my tape to DVD??

If the tapes are ones you made yourself you can copy them but you might want to receive a copy enhancer / copyright remover if they were commercially made tape.
You will plug the output of your VCR into the input of your DVD.
The copy enhancer / copyright remover I use is a "Sima T120 GoDVD". It removes the copy guard and enhances the picture. You plug your source into it and plug it into the input of your recorder.
I get mine at Best Buy. It was $49.95. It works capably and I had no problems next to it.

yes you will be able to but it will be doomed to failure Quality for a dvd who not try downloading the video's if there availible?
To transcript, connect your VCR to your TV and your DVD(Rec) to your TV too (mainly to check your playing the video LOL) you will be able to journal the output of the TV on your DVD (Rec) like you would a commonplace tv show.
