Any recommendations for a new tv for someone who won't use it much?

Our only TV stopped working (won't pick up broadcast signals directly over the air OR through the DVD/VCR and won't show DVDs or videos). We don't have or want cable or satellite TV.

So we would like to get a TV for our occasional use. Here are the requirements: (1) digital tuner to pick up over-the-air digital broadcasts, (2) high definition, and (3) at least 23". We would like the TV that best combines low price AND reliability. Any suggestions of TVs or good websites for such information is appreciated.
