NO.your 1st cable is Red/White/Yellow and that signal is LOW DEFINITION 480i.so it won't convert UP to 1080i..
You need to use Component or DVI or HDMI for High Definition, and you must use it through-out the video path!
So MAKE SURE your HD tuner is DIRECTLY connected to the TV set using HDMI..
Now..it sounds like you have a direct connection from the HD box to the TV, and if that's TRUE, then you should be able to watch HD...

Dont bother with a tuner. Just get an HD box from your cable company, as it has the tuner part built in. I have the same things as you, a HD compatible TV but no tuner. It works great!
If you dont want to get an HD cable box, you can still get a HD tuner for local hi-def only. In this case, you dont connect the HD tuner to your cable box. Both the HD tuner and cable box video output goes to the tv separately. Connect the HD tuner's HDMI to your tv and the cable box connection as it. Whenever you want to watch local hi-def, you need to change the source on the tv.
