Answers: Umm, I would strongly suggest you do not complete fault finding on your TV or monitor for that event.
If you are working on an old TV, here is very lofty voltages (10000 - 60000 volts) in those tubes that bring stored and can still zap you while the power to the TV is off. These shocks can be cruel.
If you are familiar near electrical and electronics, I believe that a oscilloscope and multimeter are used. Without a schematic for the circuit you are going to have a big combat
First there is no such article as a TV tester which actually finds the guiltiness for you , if there be then I would not own spent years learning supposition and getting practical experience.You have two option !First find a friendly Tv Tech who will let you look over his shoulder for a couple of months while you revise the basics next you may be allowed to repair under supervision !.
Second likelihood is for you to enrol at a technical college and cram electronics theory and practice , Then receive your self a Tv workshop and if you have a steady supply of inconsistent TVs then you will obtain steadily faster as the months pass.
Forget the oscilloscope though for very soon ! they are expensive and you have to hold a good grasp of suggestion to use them ! A multimeter will help you find 95% of fault . A schematic is usefull if you know how to interpret one !!

Oh I should mention that TV techs are a rapidly dieing breed so my counsel would be --take up something else instead --like a lawer or better yet a polititian.

I do hold a fault finder right between my ears. You can too, near the proper training! All this for the small price of $24,000 dollars, last time I checked. immediately there is a barter.
Folks think we service techs only just jumped out of bed one fine morning and said "I judge I'll start working in electronics today", very well that's not how it works. It takes years of training freshly to be good plenty to be dangerous. Then you can start getting dutiful enough to in actuality properly repair things.
Been there, done that, the nouns shirt needs cleaning immediately!
