I can't turn off my TV?

To get a better answer you might have to be specific about what is happening. Are you using the remote control? If so, have you checked the batteries?
Have you tried the power button on the TV? If there is one?
Have you tried a universal/alternate remote? I know I can turn my TV on/off with about 9 different remotes (cable, Tivo, universal, PC, and the remotes in the other room).
unplug it, shut down power, take out batteries (if its a portable).
oh and did you try and push the power butten?
if you are using a Remote, the batteries might be dead, or the sensor might be jammed or covered. or on the TV the power butten might be malfunctioning. other than that..just unplug it
the odds are that there is another button on the front of your tv that is stuck down or the button is bad
