HD ready means it is capable of recieving HD.. Does not mean you are automatically getting HD.. HD is broadcasted by certain stations and you must still have a HD receiver.. HD is the resolution such as 1080i 1080p and in some 790p and 790i
Your picture of either tv will be able to receive HD if you have a HD receiver and subscribe to HD service.. Usually the smaller the TV the better the picture (due to tighter resolution), but most of it is caused by the way it is broadcasted..
So to compare the pictures all depends on the resolution capibilities of both tv's, But again remember HD ready does NOT mean you will recieve HD.. a separate receiver is needed plus subscribe to the service, and here again IF the station is being broadcasted in HD...
keep in mind your ideal viewing distance. based on your tv size you should be sitting about 4 times that distance from the tv. so for a 32 inch tv you should be sitting about 11 ft from the screen.
many tvs are also not calibrated correctly. factory default settings are only an average. you may have to tweak color and temperature settings to get it to your liking.
it also depends on the type of hd tv you are getting. my personal preference is plasma. i find lcd to be too pixelated at anything above 24 inches. some of the newer technology like dlp trumps all but you will pay for it.
also keep in mind that as far as tv goes very little is being broadcast in hd right now. many sporting events and a few primetime shows but that's it. the rest will be upscaled including any non hd-dvd or blu-ray dvd's.
in the end the difference between 32 and 27 in. will probably be negligible. get the one you like and that fits your room and budget. good luck!
