Can I watch tv on-line? Do i need to pay for tv service?

I've heard about tv tuner cards, if you say I need one then what are they and how do you use them? I want to dump directv to save money, can I watch abc, cbs, hgtv, tvland, etc., with out a monthly bill? Please help with a best answer for ten points.
