F1 ce ps3 hdtv?

i am planning to get a tv to play ps3 games on in the main f1 ce what tv is best for this at the cheapest price. i like it any size though no smaller than 19 inch. i be also wandering, my friend has a samsung (must be cheap) we be playing a soccer game on it and the players be all blurry when they moved, what is this and how much money do i expect to settle up or what specifications does the tv have to enjoy to prevent this. answers in australian dollars please and but for please state what currency it is.
