If you are wanting to use your computer's DVD drive to record TV shows off TV, No. You can however add a TV-card or USB TV adapter to your computer, and connect your cable to it, and record TV using your DVD drive.
If you want to watch stuff off your computer on your TV, Yes. With the right connections you can use your TV as a monitor, though the picture will not be nearly as clear as your monitor unless it has the ability to show a resolution equal to what your current video display is working at.

yes you need a video card with a svideo jack in it or just buy a dvd recorder i have one its awesome. record tv onto dvd nice.
