I bought a Panasonic 42" EDTV, which has an HDMI input.?

If I buy an HDMI cable, and get an HD Cable Box from Time Warner, will this enhance my picture quality or won't do very much.

Nope the component will do the same.

If you have HDTV that can support full HD than yes the HDMI will makes the different but not all people can see it.
If you are using composite cables, the difference will be significant. Component cables not so much, but you will see a minor improvement. You will also get an improvement in your audio, and have less of a mess behind the TV.
If you don't have HD cable now, getting HD cable will enhance picture quality. If, with the cable box you get a free HDMI cable, then I'd use it. Otherwise, component video cables would suffice.
It likely would improve it some, but you must remember, that EDTV is not true High Definition, it means " Enhanced Definition TV ". Another thing you should find out is whether or not the cable box has HDMI or DVI hook-ups. My TV has DVI & the cable box has HDMI, and I've seen the reverse. So, make sure if you go with the HDMI that the cable box has the same. Enhanced Definition hasn't quite got the resolution that HD has, but it's better than digital.
