I'm not sure the previous answer (by "Bill S") is correct. Television does not actually use moving pictures. Each picture (the Television industry calls them "frames") is a still picture. When displayed in rapid succession on your television (TV), the appearance of motion occurs via persistence of vision. Hope this helps.
TVs often make sounds as part of it's function as a TV. The moving pictures are often followed by sounds. Actors speech is recorded and played back with the moving pictures. Welcome to the 20th century :)

What caused the cable to go out ?
It could have been a power surge too but it sounds like you need to have your tv repaired
Sometimes you can find a red button on the back of a set .. thats a reset button they dont have them on newer tv's any more but that could be something to look for .. it should say reset on it .. dont confuse that for a color adjustment
Sounds like power supply troubles. Without knowing the model tv, can't tell you a whole lot only that you'll need to take it to be repaired.
sorry not enough information, like : what brand what size what model number have to have a little something to go on for anyone to help. But in general it doesn't sound good. Sounds like a part is shorted and might require professional help.
