I plan to use my Panasonic TH-42PX60U plasma tv in India via a Tata Sky/Dish set top box.?

Please confirm the following :
If I connect the STB to my TV using either the S-video /RCA cables, I should have no issues regd NTSC/PAL .

False. The TV will not display the PAL format according to those specs. If it would, they would say so. The S-video and composite video inputs will only accept NTSC formatted video.

Your only hope is to use the HDMI or component inputs for HD only. So you'll need an STB that has the appropriate output. Otherwise, you'll need a PAL to NTSC or PAL to HD converter. There are such devices, but they aren't necessarily cheap.
yes you will. cables have nothing to do with video modulation and decoding. there are way to convert the signal with video processing ask Panasonic corp. ( mashuchita not sure of spelling) for a recommended line interpolator resequencer.
