I have a phillips TV and the picture is rolling. In days of yore this was fixed by twiddling the "horizontal' knob on the back of the TV. How do we fix this in the 21st century?

Phillips TV...bad horiz rolling is caused by a Crystal Oscillator used on the Video Processor.
Vertical rolling (up and down direction) is normally caused by bad Video IC 1st, Crystal 2nd or Vertical output circuit 3rd.
All of the above require a scope to determine the cause, so a TV repair shop is in order...

I believe your picture tube is shot I would call a technition as soon as possible.
Vertical rolling, sync seperator or vertical oscillator off frequency.
