TV is really bright white whenever there's white on the screen, what could be wrong with it?

Hmmm, really bright white..I've seen that before.
But where? Mitsubishi? Bad caps in Video processor.
RCA? Bad luma transistor...
Sony? I don't think I've seen that on Sony...
Phillips? Bad Video jungle IC perhaps.or maybe ABL resistor.
Hard to tell.what TV brand is it? What model?
What I can tell is the white part of the picture is over amplified.also known as "white clipping"..
It's easy to fix once you run a scope test on the video circuit with a stairstep pattern..
Sometimes it can be "rebiasing" the video drive, but it does take time to analyse the video circuit as it is the system with the most circuits...
Fixable yes.IN HOME, no...
Perhaps your Contrast setting is way too high and you are "crashing" the whites.
Go to Menu -> Picture and adjust (lower Contrast).
