How do I successfully put in a code for a TV remote?

I just got one from Radio shack called their three-in-one package for real cheap how do I set it up?

Because it's a real cheap remote, there is no way to set it up. I got a three-in-one that said it would work with my RCA TV, and my CyberHome DVD player, but it only works for the TV.
