Mostly, transmitters in the UK are run by two people.

National Grid Wireless - http://www.nationalgridwireless.com/... - who were originally formed out of BBC Engineering.

Arqiva - http://www.arqiva.com - who were originally formed out of the IBA's Engineering (the commercial television and radio industry).

Both are now private companies. Occasionally, small radio stations own their own transmitters, but in most cases they subcontract the work to NGW or Arqiva.
