Are most Blu-Ray discs truly playable worldwide?

Most blu-ray discs are labled as regions "ABC" meaning they are playable surrounded by all blu-ray regions. Does this aim that the whole PAL-NTSC point doesn't apply to blu-ray? Can a blu-ray disc from Europe be played on a blu-ray player in the US? Are the different frame rates in a minute compatible with HD television?
