The noises could be because the tv is close to your cell phone and the signal causes interference i would try moving your phone far away from the tv and seeing if it still makes the noises and if it dose then contact Panasonic suppport or go online for a troubleshoot guide.
Yes, this is normal for rear projection crt displays. While powered off, the TV remains cool. When you turn it on it slowly starts to heat up. The noise you hear is the tv settling while adjusting to the warming up phase. It will also make this noise shortly after being powered down. Most people do not hear this noise because they are no longer paying attention to the TV.
