And I have a sylvania 37in digital/analog tv. 6637lct

So heres the senario. The video card has a s video plug in, so does the tv. So I bought an s cable and connected each other. But nothing could be seen! so I called a local computer shop, and they told me to install a newer type of Nvidia software on my computer, I did. But it still didn't see anything! I called them again and they said they had to see the computer, but they cost too much! The computer reads the Tv, it's just that the tv doesn't show anything! And yes the cables are in the right place. I need help, Please!

Okay, go into your display control panel and then go to settings and then advanced and there should be a setting to fix it in there. I have ATI Mobility sotware, so I'm not sure how your software will work.
But you will definitely get a better picture, and it will be easier to set up if you buy an HDMI to DVI cable. S-video is an analog cable, and DVI and HDMI are digital connections, so it will look much better.
The two s video ports may both be input, or may both be output.
If they are both for input or both for output, that's your problem.
You need one to be output and one to be input.
If what you want to do is bring up your desktop on your tv, I think you need an lcd tv or better to do that with. ( I've done it and it's nothing spectacular trust me. The pc monitors serve the purpose far better. I could be wrong about needing an lcd tv or better, but why would you want your desktop on your tv?)
If you want to watch tv on your pc, you need to buy a capture/tuner card.
You can get a really good one for about $50 on overstock.com or at a major computer retail store, just be sure you have an extra pci slot for it.
