this is almost certainly a scart fault, check both ends are in correctly, or try a new scart
usually there are display setting secam pal rgb is yours set to rgb? are there any setting on dvd player?
scart connections may be loose or other wire cable test screen with another dvd player.
Check the SCART cable.
Most probably a problem with that.
