ATSC tuner receives digital broadcasts over the air. It is needed for HDTV reception and for your TV to work after the Feb 2009 changeover to 100% digital broadcast. You do not need it if you get all your TV from cable or satellite providers.
It is a new kind of tuner, also known as a Digital Tuner, if you do a Auto Program it should scan both analog and digital channels on the coax able.

Unless you have 2 tuners, 1 analog (NTSC) and 1 Digital (ATSC).
