Techniquely I don't think they have to provide cable access or anything that isn't vital to LIFE: water, electric/gas, waste disposal. They probably don't even have to provide telephone access, altho that is an iffy question.
I would contact my local government center: CLERK OF COURTS is a good place to start, they may send you to the local LANDLORD/TENANT BOARD. From that point you can find out what the local law requires. I hope that helps and I hope you can force them to accommodate you and the other tenants (you may also have to have a petition drive to force them -- it all depends on local law). Then again, there may be nothing you can do.
Personally, I'd find the best possible realtor (look under 1st Time Buyers) -- try : Century 21 or Coldwell Bankers, any top company. You can probably swing what's called an 80/10/10 loan and get in your OWN 1st home for LESS than what renting another apartment will cost you! These realtors are now in the NEED CUSTOMERS MODE and buying is much easier, they'll walk you thru it! You will then be able to do whatever you want in your own home! Get a good FIXED RATE 30 OR 40 YR LOAN (DONT DO ANY LOANS THAT ARE: A.R.M.s (ajustable rate loans -- as your rate might sound marvelous now, but in 3 to 5yrs could mushroom into a pymt you cant afford, so even if a FIXED RATE is a few more $$$ a month -- TAKE THE FIXED RATE and as long as you dont barrow on your equity as some dumbies do, YOU WILL NEVER LOSE YOUR HOME!! And by the time you're 55 or 60 you wont ever have to worry about a roof over your head or someone else telling you what to do! You might own it sooner, it depends on your age now + 30 or 40 and how much extra you pay on the PRINCIPLE each month -- always try to pay $25, 50, or even $100 extra a month on the Principal. (If you cant some months, no problem, but do try! Your home will support you in later life, and you will get old, we ALL DO ! So, go do it -- NOW! Get a realtor and find a home -- go for a 3/2 AS THE VALUE APPRECIATES BEST ON A 3/2 OR MORE! A good realtor will get you in a house! Requirements: age 18+, job 1yr(sometimes less), credit rating -- good or even fair, that's why people tell you to keep your credit good, but if you've had problems, try anyway -- it's a BUYERS MARKET right now & you could be in your own home in 4weeks or less!
