the picture runs off a projector within the back. when i first turn it on within the morning there is no picture until its on for almost 20mins then the picture does not flood the screen until going on for 40 mins later...usually it will stay to a full peak after it warms up but for the ultimate few days it has be going in and out it will be full eyeshade then it will shrink put a bet on out!! what needs to be fixed?

Bad Solder on any the Horizontal output circuit or the REGULATOR....
Or it could be a temperature sensitive Voltage regulator...
I suggest it's the 2nd one....
That would need a TV TECH to replace the module.
Look at TELEVISION -- Service or repair in the Yellow page.
Find someone LOCAL if you can....Anybody can do this type of repair, you don't need an AUTHORIZED servicer, unless you find one LOCALLY....
