Answers:    It means that if you select the Picture-In-Picture mode after you must have two separate inputs 'live'.

Normally this would show that you would have something feed your HDMI socket (e.g. a HD Sky box, HD DVD player or somesuch) AND some other active input (S-Video, SCART, Aerial).

Some sets will allow you to view PiP images from any combination of HDMI/SCART/Aerial feed. Your instruction manual should explain this.
Unfortunaltely, most of these are written surrounded by Japanese then translated into American via Russian. Panasonic are the individual large maker that write clear manuals surrounded by English.
