Does buying a good powerbar really make that much improvent in tv picture quality?

NOPE, a powerbar just protects against line surges.A >>good<< power bar will protect against EMI/RFI spikes..that's noisy connections from your circuit breakers and the associated nuts and bolts used to connect wires to switches, ac outlets and the line transformer outside your house.
Does it work? Yeah sure.
What is a BETTER piece of protection than a good powerbar?
Taking all your ground rods outside for your telephone, satellite and Cable systems, and grounding them to your Circuit breaker's ground !
WHY? Because lightning strikes the ground.
At point zero where the lightning strikes, you can have over a million volts and 10,000 AMPs of current present in that one spot..It has to dissipate somewhere.
And if your cable ground rod is CLOSER to point zero and your Electrical ground is further away.the VOLTAGE on the Cable ground will be higher than the Electrical ground.thus a voltage potential exists, and current flows..from one ground on your TV to the other ground on your 110V AC line.
That is what damages your TV.A power bar LIMITS the voltage to 300V minimizing damage, but connecting ALL grounds outside your house makes sure that NO VOLTAGE potential ever exists in the First Place!!

power is strictly what it say for power
in the case of expensive ones (like Monster) they have built in surge and spike protection built in to protect your devices
if you really have the money go for it - else check around you can find basic powerbars with same features for alot less
i agree with Reggieman, although some surge protectors claim to clean up noise (black and white specks) that I do see when certain appliances are used.
