Answers: Most cartoon do the Audio FIRST.....then they animate it to meeting the audio....
Older cartoons be done the other way around, and the voices/sound effects be done while watching the video....they would do about 10 different take and then they would synchronize it to the video...It took more resources to do it that course.....
If you are asking how they synchronize the cartoon character's jaws with the words, it is done on a computer by an editor.
