Your friend is wrong. CRT televisions could, I suppose, because they have such a high accelerating voltage which causes the electron beam to slam into the phosphors in the CRT face. This causes a few xrays to fly out. But plasmas work in an entirely different way using much, much lower voltages. In other words, they're perfectly safe... just like LCDs.
