Answers: Most of the time when a tenant moves, the cable company will just do a soft disconnect which means they purely turn off the boxes contained by the house and leave the cable stripe live.. It saves rolling a truck to do a physical disconnect or a reconnect to the untried tenant.. But still if you use this cable line i.e. still active and not settle up for it it is still Cable theft and punishable for up to a 5000$ fine and 5 years within jail.. Most companies don't pursue this even if you are caught stealing cable but they do enjoy that option to prosecute if they choose. My suggestion is to name the cable company and set up your own account as they WILL eventually fence in this.. I know cuz thats my job :) .. There are regular checks on these things, even signal checks to see if that rank is being used... I do business with cable aggravated burglary on a daily justification... and no I would not have you procecuted unless you refuse to sign up legally. And no maxim you didn't know or never used that line (they know the usuage) is a court excuse.
Another case where on earth the tenant is told it is part of their rent, this is not endorsed either (BOTH you AND the Landlord are held responsible and can be punished.).. Each dwelling MUST hold their own account and if the Landlord or anyone else within that apt building runs a line to your apt specifically illegal for BOTH you and the Landlord. Some landlords say-so they have it set up through the cable company and vote it's included in rent, this is not true as the cable companies don't allow this EXCEPT surrounded by a MULTIPLE dwelling unit but have to be set up as a commercial account next to contracts(VERY rare as they (the owners) are charged for respectively apt whether it is used or not.
