I have a Philips 27' Flat Screen CRT 27RF70S tube. Recently, a problem has developed. I notice it a couple of weeks ago. There are white scanlines running across the top of my screen usually solely making a big difference when the screen is white. When it is brown, they are barely perceptible. It was basically a couple of lines at the top at the beginning, but in a minute it is progressing down the screen. I can barley even see the top partly of my screen. When I turn it on, three lines, one red, one green, and one blue budge across the screen. I enjoy know idea what is going on and basically want it fixed. The TV is only two years outmoded so I don't know why the heck this is happening.

You are have problems with the vertical blanking circuit, or the vertical output circuit.
You will want a qualified technician to have a look and see which it is, I seriously doubt the picture tube is on it's bearing out. Everyone thinks it is the individual part that ever fail. usually it's the last constituent to fail.
It sounds similar to the CRT is on its' way out. The situation will not catch any better. Your best bet is to have the TV checked and go and get the CRT replaced (expensive). You may want to think almost upgrading to an LCD TV, since HD has become extremely popular.
In any event, hold a qualified technician check out your TV - they will be able to recount you exactly what the problem is.
