I have a few spare 7" lcd tv blind panels and i be wondering if they would fit other 7" tv's / portable dvd players depending on the voltage range

to be honest beside you, the time and effort to do this would out route the cost of a new 7" lcd.

You can't "intermix" LCD panel without the associated INTERFACE and DRIVE boards that come with the panel....
They are needed to TRANSLATE the Video into a usable picture....
