LCD tv works, but blind is adjectives white; how to check if it's the LCD, its controller or video controller?

This question is for professional LCD monitor technicians or engineers pretty familiar beside the LCD technology.
Kindly avoid advices to go for repair, check estimates etc.

This is a brand unmarked LCD monitor. When powered, the screen go all white and stays that mode for a while.
The microcontroller works because the power button and the according LED are operating as they should and because if an input signal is present the monitor does not switch to standby after a short while.

It's all within one board, of course, so the problem must be one of the following:
1) Video decoder chip on the largest board may be fault and not producing the needed output for the LCD board

2) LCD board (the long board that's on the LCD itself) may be doomed to failure; I measured quite a few capacitors on it that reported short circuit

3) The LCD itself (whatever this board lead to) may be totally short-circuited

I had ruled out doomed to failure connection.

How do I check the three above short having spare parts?

Answers:    Try your MENU button first...IF you receive the MENU, then you KNOW it's not the display or the display driver boards....

It would later be either the Video processor or the INPUT switches...

TRY HDMI subsequent....do you get Video at adjectives?
TRY COMPONENT INPUT next....any Video?
Both of these signals in truth feed the LAST cut of the Video processing path, so it can verify if the Video IC is in actuality functioning....OR NOT.

If it is functioning, then you hold to test the "remarkably complicated" Video processing circuits that take the Low Definition Video and upscales it into a High Definition signal that the Video Processor can adopt as a signal.....

That's why you test it near HDMI and Component inputs first...to determine if it's just the video processor or switching inputs, or if it's surrounded by the Low Def to Hi Def converter circuits......

DIVIDE AND CONQUER.....the FIRST RULE of any TV Technician....

PS....don't trust your capacitor tests, that seem to be TOO MANY failures on one board....
The point might be moot. Depending within the TV most IC's, Processors and Drivers are proprietary and may not be purchased separately and you must replace the whole module.

I hold a test jig to check the makes of LCD and plasma module's
