Electrons never stop moving within a current, but that doesn't mean power is person consumed.

it was true for a few years contained by the sixties when they had something call "instant on". it basically gone your TV on all of the time and in recent times blackened the picture and cut the sound when the set be "off" so you didnt have to hang about for the tubes to warm up.

Anything i.e. plugged into a wall that is on or past its sell-by date consumes electricity. Even a toaster that isn't on is using electricty. And the same for Cell phone or anything chargers use electricity from your house if its plugged contained by and not charging anything
Karl is right about the outmoded TVs that had an instant-on element, this was support when the TV set was full of vacuum tubes, it would bestow them warmed up and it did use reasonably a bit of power. Today, all TV sets are solid state, no warmup required except for the picture tube if you own one, LCD would be on instantly. No need to melt up means no inevitability to waste power when not contained by use -but- it has to other be using a small amount of power to run the receiver specifically waiting for you to push the power button on the remote and remember what channel and volume setting you have. I have on the other hand to own a toaster that has a computer built into it so I know that mine uses no power at adjectives when it is off. When I turn rotten a light switch I know it is past its sell-by date and consuming no power. Vacuum cleaner, electric drill, light surrounded by my fish tank and my out-of-date dot-matrix printer; none of these use any power at all when bad.
DVD player, microwave oven, inkjet printer, chargers for everything, cable box, cable modem and much of the other electronic junk use power. The charger for my phone wont draw as much only stitting there as it does when in reality charging the phone, printer draws more when actually printing... you achieve the idea.
