Well, in most cases, electrical wires run along the sides of studs and don't run freely through the wall. However, if you feel insecure about it, then you can buy a device that can be used to detect the electric current running through it. And then when you run it close to electrical wiring, it'll sound an alarm.
First, don't drill any deeper than necessary. When you penetrate the surface material (usually about 1/2") stop drilling and probe with a wire. Normally, it's pretty hard to reach wires in a wall, because they usually are arranged a couple of inches behind the wall surface. Where wires go through the wall studs, a well-built house will have steel reinforcement to prevent you from nailing or drilling through the stud into the wire. I've never actually hit a wire, but I always try to be careful.
