with out a pic it is hard to figure it out.. my guess is a filter or a DB pad for the signal...is it small or look more like breakfast sauge? the small one is a db pad the other is a channel filter
What you describe sounds like what are called barrels.
They are simply filters used by the cable company to omit signal. There are different types that are used to block different electronic frequencies.
they are "traps" or filters. It reduces standard cable to basic cable service or not the full cable service. They may also be band pass filters to reduce "noise" inline feeding back into the cable plant. Either way don't mess with them, if you get caught taking them off you could find yourself in big trouble.

This has to do with UBR cable modems, so you must have cable TV supplied through a modem so your internet service can go through the same modem, correct ? Just guessing ! Good luck.
i work as a tech for the cable co. that sounds like a trap to me...
