My HDTV is producing alot of static does anybody know how to fix this problem?

Define static. Are we talking about noise, pixelation, scrambled up image, moving lines?
We can be looking at many things.
1) Your cable box. May need to be exchanged.
2) Make sure all your cables are secure.
3) Try different cables, might be bad.
4) Use a high quality cable like component or HDMI.
5) If you are using any kind of splitter or extremely long coax cable, try a short direct connection from your cable box to your wall.
6) Even better, it sounds like you probably have digital cable, so you can try connecting the TV directly to the coax wall outlet. You should still get basic cable this way. But, this will alo rule out the set top box.
Is it only certain stations?
If you can verify that your setup is good, then it must be the signal going into your house. This can be due to a bad amplfier, splitter, tap, drop line, node or maybe an issue at the headend level if other people in your neighborhood are experiencing problems. This is something that a cable tech would have to investigate.
First have TW come out and check the signal.
If they say it isn't the signal and isn't the cables you more than likely have dirty power. Magnavox have poor (read none here) power filtering or cleaning built in their HD units.
To fix this purchase a Power Line Conditioner.
