You need something that have a TV tuner to convert the "cable wire" signal to the red, yellow, and white composite wires.
The cheapest channel to do this is to find an old VCR (you in recent times need the electronic slice, the mechanical portion doesn't even have to work). Just connect your "cable wire" to the antenna/RF/"UHF/VHF" input, and connect your three wires from the VCR's outputs to your TV inputs. Make sure the VCR is set to anything channel the SNES outputs to (presumably gully 3 or 4).
