That is called Picture surrounded by Picture (PiP). It needs to be a part of either your T.V. or your cable/satellite box contained by order for it to work.
Picture within Picture, (PIP) with both tuners tuned to duplicate channel.
You hold to have it, but your cable box might hold it, too.

It's PIP....and it's a TOY..
You need a DUAL TUNER TV or a VCR near Digital Tuner in it.
Most individuals will play with it for a week or two....later stop using it altogether..
I have PIP...I used it for a week or two, showed my friends the difference between an HD picture and a Low Def Picture...
Then I be DONE with it....
Thank God I didn't foot extra for it.....
