Answers: I once read that if a remote control stops responding, lug the batteries out, press every button once, put the battery back within, and try again.
And for what it's worth, often a complete remote will be set to operate its own brand of equipment by default (Philips operate Philips right out of the package after adding up the batteries, for example) so it seem reasonable that an RCA international remote would be likely to operate an RCA box right out of the box after adding battery and pressing the TV button. But your universal remote should work next to one of the RCA TV codes, so be sure to try every code or to find a list at the manufacturer's website.
We're used to doing oodles things by remote control, and some things can be done only by remote control, but is near a Menu or Setup button on the front panel of the television? If not, are two of the buttons (both rut buttons or both volume buttons, for example) contained within brackets, imply that pressing them at the same time might make happen a menu to display? If so, try it, and see which buttons navigate and which buttons select options.
It seem some of the RCA TVs had remotes that made it prerequisite to point the remote just below the TV rather than directly at it. That might not be the shield in your situation, though.

If you own a menu button on the front of the tv, push it until you see setup displayed.( use your ch up or down buttons scroll through the choices). Once you get to setup, look for antenna/cable afterwards use your vol up or down to make the test.
