Are HD screens able to work in USA. if UK spec?

I know there are problems with frequency but that is related to PAL NTSC, i am sure HD is a different signal and is independent from the other two. for example does a ps3 use pal if using hd output

No. UK screens are completely incompatible with US systems. Quite apart from the NTSC/PAL issue, which is still a factor with HD, UK TVs have different digital and analogue tuners, and higher electrical standard requirements.
