It runs from the top to the bottom of the screen but isn't nearby all the time. It's usually a blue/green or purplish-blue colour.

Answers: It could be where on earth some or the programme/signal information isn`t getting decoded completely so you bring a space in the picture map but as tv picture is made up of lines it appears as a missing line
