Yes, it's repairable. Whether it's economical or not, remains to be seen. It could be what is commonly known as a "jungle" chip (video processor), or, as one poster suggested, the settings. It's conceivable that the controller IC is getting bad data from the memory IC resulting in those symptoms, though not likely. There are, of course, other possibilities, but those two are the first that come to mind.

It could be the system settings are improper. Check the brightness, contrast, and color levels. If the levels are good you may have a weak CRT. You can turn up the screen voltage at the fly-back, but, you should leave that up to a qualified technician.
Anything is fixable if you are willing to pay but my first
question is how old is the TV? the newer LCD, DLP
have a light source, the one for my set is about $120 but
the good news is that they are normally fairly easy to replace
just keep your finger prints off all of the shiny stuff when you
replace it.
The person that said he was a TV tech since 1979 has
also given some very probable causes as did the person
that suggested checking the brightness etc..
