How can use another cable jack to watch TV?

My house was prewired with cable tv wire and telephone throughout. I have three tvs and they all work fine when using the cable connection in any bedroom upstairs or the TV room downstairs.

In the unfinished basement, there are four 'loose' cable TV cables hanging near the fuse box. I have brought two of the TVs from upstairs down into the basement and these 'loose' cables are not giving any signal to either of the TVs.

the loose cables feed other outlets in the house they wont be live thier for feeding signal to outlets
its probably an old wire that was used a long time ago but now its dissconnected
You should check the cable box attached to the outside of your house. The one the cable guy checks during a service call. It will have a splitter in it that divides the main cable into the several terminals. Each terminal on the splitter will have a cable attached to it for each active cable wall outlet in the home. In your case (not including the basement cables in question) how many cables outlets are in your house. Are there a matching number of cables coming off the splitter in that sevicxe box? In other words if you said you had 4 outlets and you see for cables connceted to the splitter that would make sence. To know if your 4 loose cable are active you would then add those in for a total of 8. does the splitter have 8 cables connected to it? If not, those loose cables are for rough in purposes only, and not connected at the service box outside. Just a thought
Chances are that your "house box" the little grey box out on the side of your house, only has a three way splitter feeding those three lines that work from the main cable line. The other lines are simply not active. You should call your cable service provider and let them know that you have lines that are not working in you house, and they will come out and configure the signal properly, free of charge. If you have seven lines all together that you want active they will probably have to install a house amp of some sort to accomodate all the signal loss from splitting the main signal into 7 outlets

If I am understanding you correctly that is definitely what the problem is, but if they are loose ENDS of cable then it looks like the contractor that pre wired your house got lazy and didn't finish his job.
there is a device called a rabbit witch is basically a wireless cable connector it will help don't know where to find one haven't seen them in years and PS the cable is unplugged
