Well, Elfen Lied is a very graphic show, but I'd be a hypocrite if I said I wasn't watching things equally as graphic at the age of thirteen. If she's able to handle very disturbing imagery okay as well as comprehend stuff like child molestation and death, then, Elfen Lied might be passable. But bear in mind, it's a very dark and horrific show.
Watch it yourself first, then decide. That is what responsible parents do.
When I was 13, Boyz n the Hood was released. Even though the content wasn't great for my age, my parents watched it and thought it had a very strong, important message, so we all watched it together later and talked about it. They fast forwarded through the sex stuff.
