Does that mean anyone who does not have cable and such will get one for free?

It means that if you have an older analog TV and get your signal over the air, that you can request two $40 coupons. You will need to buy a box that will convert the digital over-the-air signal into an analog signal your TV will understand. You may request up to two coupons, each coupon usable toward one box. If the price of the box comes to more than $40, you pay the extra.
Nothing, I repeat Nothing is FREE, and you will note the site you listed ends in .gov that means government, As you have often heard "I'm from the government and I am here to help you" LOL. The miracle box will be another of those programs that are designed to "rip someone off" the taxpayer. Even if it is nearly free, you can bet it will come in several different models. You know one for black and white for 50 and one for color for 90 and one for color with mono sound for the 90 and if you want stereo add 20 and if you want 5.1 stereo add another 25 and it will go on and on.
