Firstly Dragonrider is incorrect. You can record to and from both VCR and DVD
Use just need a scart cable to link your DVD to your VCR
and then you can copy from one to the other.
Where you might have a problem is copying protected material eg films but with a macrovision decoder you can bypass the protection
(you can also copy VCR toVCR but as video tapes are becoming obsolete I don't thin kyou would really want to do that)

you can record stuff from a video tape to a DVD but not the other way around..
Buy yourself a DVD recorder. They are available at just about any big store. Use the output jacks on the VCR and connect it to the recorder. This of course only works with your own home movies. Most retail movies have a copyright protection which will prevent copying.unless of course you hook it up through a video stabilizer.
With a DVD recorder (like a VCR but records to DVD), or a video capture card & a Video capturing & editing program like Ulead Video Studio with a good/powerful PC.
With a DVD recorder, or take it to a Video Store and they may have one, and charge you for doing it.
