My 11-year-old Panasonic 31-in CRT TV shows partly-snowy screen when turned off. Is it a sign to buy HDTV?

The picture looks fine when the TV and cable box are on. When the TV is turned off and the cable box is still on, the screen is black (as expected). When the cable box AND TV are both turned OFF, the TV displays a muted snowy screen in the middle three-quarters of the screen that won't go off until the power is unplugged.

Answer:
Stays snowy after hitting power button off. Have had several Panasonic & Quasar models doing this in different sizes & the cause was 2 disc capacitors that were leaky leading to the microprocessor which controls the functions of your tv(volume up & down, channel up & down & power). Pain in the butt when you have to walk all the way over to the outlet & unplug it-I've been doing it for years!! Should take it to a repairman to check out.
yes, the tv is dying
that's bad. buy a new one, don't HAVE to get HDTV unless you just need an excuse to.
