Coax grounding block for antenna reception?
Can I use a coax grounding block with a copper wire to my cold water line for conduction to get reception? If I take a coax cable and connect it to a TV and touch the other end to the copper water line, I do get reception.

I guess the simple answer is "if you get reception doing it, then go ahead".
I work with telecomms and transmitters, but not entirely sure what you are referring to when you mention a "coax grounding block"
Do you mean, "grounding the shield of the coax to the water pipe"?
If the problem is just where the shield has been damaged and the centre conductor is intact, then yes, this may well work - though you may get some interference depending on how much of the shield / braid has been damaged / removed.
